Filter list of carriers by name.

Must be one of the values. "Not Supported", "Active", "Inactive". Not Supported - Carrier is not used by Skyswitch for SMS/MMS messaging. Active - Skyswitch uses the carrier for messaging and fully uses the carrier API for real-time integration. Inactive - Skyswitch uses the carrier for messaging but does not use the carrier API for real-time integration.
